3. Program Realignment
   Minutes: Dr. Johnson summarized logistical information regarding West Riviera and Lincoln Elementary and reviewed his plan to combine the two schools.
   
   Board Members discussed: educational program driving the budget; combining two smaller schools into a larger school; difference between Kirklane Elementary and West Riviera and Lincoln Elementary; parental involvement; budget impact; and HVAC project.
   
   Mrs. Burdick discussed CSIR concerns in West Riviera Elementary.
   
   Dr. Richmond stated that she supports the separation of the two schools.
   
   Dr. Benaim questioned if the two block separation between the campuses will create a problem.
